I know that when I use my laptop (very low spec) to play GW, I also see no effects from drinking. I think it's because the graphics are set to lowest / the computer's graphics capabilities are, well, rubbish.
On my PC, with graphics all set to max, I see the full effects no problem.
I'd kind of assumed it was a graphics thing, at least. I may be wrong, but if you're on a decent spec computer, have you tried playing about with all the graphics options?

Make Sure the "post-Process Effects" checkbox is ticked, drunk effects and simmilar graphics effects (such as red mist in FoW) dont show up otherwise.

I have this problem as of recently. I believed ANET had changed that, but apparently it comes from my computer. I haven't changed the graphical options (highest quality for everything but the shadows). This is kinda strange.

Thank you, ANet, for letting us solve our drinking problems by purchasing more RAM!

Err actually it's the contrary for me. I got my drunkard title a few weeks after the release of Factions. I was playing with the minimum configuration then (for the RAM). I bought more RAM later but I didn't drink again untill a few weeks ago. The blurring effect was gone.

EDIT - I have the post-process option greyed too, but I guess it was already grayed before, and I still had the FX working.

The blurry ness in real life due to those 40s you drank counteract the blurryness in game... kida like a double negative.
